Unhappy Multiple Dark Spots on Shaved Head

Good day to you all. I have had for some time black spots on my head that are visible when i shave my head bald. I got some shampoo for a dermatologist but this did not work.

Can anyone look at the pic and tell me why I have these spots and how I can get rid of them? Note that they do not itch or anything. They just look awful.

It looks to me like pigmentation, the natural skin colour variation that a lot of people have. I assume that the dermatologist did not find any skin disease to be the cause as he would have given you a diagnosis. Did this happen suddenly or was it always there and got worse?
